Our 1 st speaker on the economic impact of the NV Margins Tax Initiative:
Gerald O’Driscoll is a senior fellow at the Cato Institute. He is a widely quoted expert on international monetary and financial issues. Previously the director of the Center for International Trade and Economics at the Heritage Foundation, O’Driscoll was senior editor of the annual Index of Economic Freedom, co-published by Heritage and The Wall Street Journal. He has also served as vice president and director of policy analysis at Citigroup. Before that, he was vice president and economic advisor at the Federal Reserve Bank of Dallas. He also served as staff director of the Congessionally mandated Meltzer Commission on international financial institutions. O’Driscoll has taught at UCSB, Iowa State University and New York University. He is widely published in leading publications, including The Wall Street Journal. He appears frequently on national radio and television, including Fox Business News, CNBC and Bloomberg. He is a director of the Association of Private Enterprise Education. O’Driscoll holds a B.A. in economics from Fordham University, and an M.A. and Ph.D in economics from UCLA.

Nicole Willis-Grimes joined The Ferraro Group in 2006 and is the firm’s Director of Public Affairs. She is responsible for researching all legislative and regulatory matters, developing campaign and legislative strategies, following clients’ issues during the interim and legislative session, and representing clients before city, county and state officials. Ms. Willis-Grimes has also worked extensively on several political, ballot question and other statewide campaigns during her tenure with The Ferraro Group.
Currently, Ms. Willis-Grimes represents Carfax, Dacole Company, Employers, Frias Transportation, JP Morgan Chase, Lee Bros., NV Energy, Nevada Resort Association, Saint Mary’s Regional Medical Center, and Select Management Resources.
On the federal level, Ms. Willis-Grimes provides ongoing research on legislation and assists in liaising between clients and the Nevada delegation in Washington, D.C.
Prior to working for The Ferraro Group, Ms. Willis-Grimes served for three years as a legislative affairs coordinator for the largest regional bureau at the U.S. State Department in Washington, D.C. She provided research on legislative issues, drafted Department position papers on proposed legislation, coordinated Department officials’ briefings and hearings on the Hill, and organized outreach events for congressional Members and staff. She received several awards commending her achievements in improving relations between the State Department and Congress.
Ms. Willis-Grimes received her B.A. from Bard College in New York. Upon graduation, she received a Fulbright Scholarship that took her to eastern Germany for a year. She received her M.A. in International Affairs from the George Washington University in Washington, D.C. She currently serves on the board of the Northern Nevada International Center and is an Advisory Board member with STEP2.
